“How to increase the income of small and marginal farmers of India”

India is an agricultural country. About 70% of Indian populations are either farmers or involved in some agricultural related activities and still they are dependent on agriculture for their bread and butter. Of these, about 70% are small and marginal farmers with small and marginal holdings. Small and marginal farmers grow staple crops for their food needs. They don’t have large landholdings to increase their income by pursing commercial farming. Now question is how do they increase their income with their small land holdings? They can’t increase their land area or acres. However we wish to increase their income in current situations. These two things are contrary and look difficult to achieve together. But we know ‘there is will there is way’ and we can help them in such contradictory situations if we desire to do so.
The global warming has also affected the crops in many ways e.g. by changed rain timings and quantity. So they are facing irrigation problem and their crops are devastating. Indian farmers are under danger and we have to mitigate it. Plants and trees are the natural pills and the simplest obvious cure without any side effect. If farmers take pledge to grow threes then they can reduce the effect of global warming to a greater effect. To achieve this mission, farmers need large land holdings and small farmers’ land is not even sufficient to grow staple food to meet their food need. Then where do they cultivate plants? We have to find the solution of this problem.
In the light of above explained situation, our main issue is the availability of lands for plantation. We have the solution of this problem. The farmers can plant on the “boundaries” of their lands. In India, lands holdings of farmers are divided into small shapes of different sizes. Each boundary is clearly located for each land in revenue land records. In absence of these boundaries disputes arises. To avoid any such conflict, it is mandatory for the revenue department officials to demarcate each boundary line of every plot or land very clearly in accordance with revenue manual. To make and to give shape to the boundaries, boundaries are made of soils. Boundaries made of soil also help in irrigating the crops grown on the land. These boundaries are not used for any purpose. Thus, these boundaries are the right place for plantations in the current circumstances. It is empirically proved that on boundaries we can plant without affecting the regular crop yields. There are a variety of plants and trees which ripe in 6-7 years and give a handsome money to the farmers when they sell it. Its maintenance is easy. This initiative of the farmers will reduce the affect of the global warming and it will increase the income of small and marginal farmers. And it will also improve the economic conditions of more than 50% Indian farmers. Theses 50% farmers are backbone of Indian economy. In turn, we can say this project will make Indian economic backbone strong.
The next step is how to implement this project. This is the most difficult part of the whole idea. On implementation part, we have to be very cautious otherwise its fate would be same as we met in the past in all such types of projects. The main steps in this project:
1. How to make it farmers project: In each village we have to provide/give some basic information and knowledge about the project. Though most of the farmers are having expertise how to grow trees but updating them, and telling new and modern techniques of plantations will help a lot in making the project successful. Above all, we have to convince the farmers how they will earn money and how they will become rich without any additional inputs, financial burden and investment. We will tell them that government is doing fix deposit in your name with a minor difference- it is in kind not in cash. What they require is time investment and care. Time investment is not a problem with Indian farmers. They have plenty of time to invest. To accomplish this we have to train them properly at block level and in turn they will train other villagers as per the need. At the village level, we will develop volunteers out of these trained farmers and they will serve as employees of the project in that village. If we were able to convince the farmers that it is their fix deposit with 6-7 years maturity period and in this period their money will become 200 times. The project will be 100% success because they will find it their own project rather than regarding it as government project. The money of fixed deposit will be given by the government in the form of training, know-how, updating and free plants supply.
2. We have to supply the plants free or at very nominal cost just to make them feel its importance. It may be if they get free then they don’t realize its value. We can do this very easily. At block level, with the help of some farmers, we need to develop one or more plants nurseries according to requirements. We will collect demands of different types of plants of farmers’ village wise. For this, we can get land voluntarily or on rent with the big farmers. Seeds are highly cheap. The technical person to grow nurseries, we will get from different sources e.g. private nurseries, trained and experienced gardeners and retired personnel from horticulture and forest department at district level. One main feature will be that we will get many devoted farmer volunteers without any difficulty at all levels. Based on my field experience, I am sure they will involve happily as volunteer. To save it form governments administrative jargons and corruptions, it should be implemented by NGOs under the direct supervision of Sub-divisional Magistrate (SDMs) with the help of local horticulture and forest officers and personals who will act as per the direction of SDM. In this way, we will involve the SDMs in developmental activities. The main roles of SDM will be to coordinate, monitor and facilitate in order to get the desired results in collaborations with NGOs and farmers. This will be a new approach with the direct involvement of the most effective officers of the field. This will be a trend breaking as SDMs are not directly involved in developmental activities in some state like UP.
3. In this multi-year project to start with it should be implemented in a block in the first year. After getting success in a block we should implement in all blocks of a district in the second year. And after the success in the district it can be implanted in whole state in the third year. One more option is that it could be started from the most backward districts to reduce the cost.
4. In my opinion, this project has the same potential like Bangladesh micro financing project which got noble prize as it is a public (Janta) project. Here public refers all farmers excluding the richer and the richest who constitute about the 70% of Indian population.
5. One main reason of failure of projects is that beneficiaries (clients) don’t able to appreciate the benefits for which it is designed. As a result, they don’t regard it as their own project. Rather they regard that government (principal) has imposed on them. If we analyze we find that principal- client effect is the main cause of the failure of the projects. The alignment of project provider and beneficiaries are not the same. So, projects don’t get due place and importance in the mind of the beneficiaries. In this project the main point which is addressed is how to make it a public project instead of government projects. To make farmers think it their own and to take its ownership.
Above is the very brief outline of the projects. The detail project will lead to a very minute documentation of each step who will do what and how. To get the support of local officials we have to collaborate with the government of India and the state governments.

A open letter to Rahulji for E-governance

Respected Rahulji,

Your father brought computer to India. Then, he faced great opposition on unemployment ground by the opposition leaders. But your father didn’t deter from criticism and he went ahead with his idea of computerization. Now, result is before all of us. In e-governance railways ticket reservation has benefited the general public. We don’t have another such example of e-governance in India which has benefited the general masses. Why? Did the minister who implemented and enforced this in railway was unique?
I think there is no dearth of such ministers in India who can’t do unique job like railway. Now, Indian voters are staring on you to make the e-governance a tool of general public to drive benefit out of it as dreamt by your father. In India lip services are not going to last long. In the welfare of general masses please choose at least two ministries whom do you think directly related to public services. Please give the ministers of these two selected ministries the task of implementing e-governance. If you get the success then it will benefit the public and it could be an election agenda point of government performance in upcoming election. To get the actual result, you have to monitor yourself on monthly basis.
Through e-governance, we can reduce the corruptions and malpractices in any ministry which directly affects the public in their day-to-day life. E-governance saves a lot of time and money from wastages and this enhances the overall efficiency of the society. You are the leader of young generation. Young generation is expecting more from you. Since you have seen the world you know the level of e-governance in other countries- US is at least 25 years ahead of us in e-governance in respect of its use in day-to-day life. So, you know the importance of E-governance better unlike the oldies. In order to enhance fruits in the crop, you need to provide manure and water to the plants planted by your father. Your little attention, heed and hint will accomplish the dream and desire of your father. Additionally, you will gain solid ground in young generation as it will complete their expectation with you as everybody knows that computer was introduced in India by late Rajivji. I hope my letter will get your attention in making India stronger.

An innovative beginning-Management course for the politicians: MBA (Politics and Political affairs)
Indian politics is highly complex because India is a diverse country. We are not imparting knowledge to candidates who are willing to pursue politics as their career. No management institute is running such courses to impart politics related knowledge for Indian politicians. How to manage politics and political affairs, must be known to our country directors (Leaders: MPs and MLAs) in order to make India – as we are dreaming- a develop country. Now, India is regarded worldwide as deep rooted and well established democracy. To live up and maintain this worldwide goodwill in the fast changing environment Indian politicians must know:
1. How to choose a suitable constituency to contest election for MP or MLA.
2. What factors are to be considered while selecting constituency.
3. How to prepare ground in a selected constituency.
4. How to win the confidence of the voters.
5. What to do as non-elected representative.
6. What to do as elected representative.
7. How to operate field offices in constituency to have a continued touch with the voters and public.
8. What should be the behavior of a representative with voters and public, other political leaders and government officials etc?
9. How to earn goodwill of party office bearers to have a strong position in the party.
10. How to participate in legislative and parliament discussions in the houses in framing laws.
11. How to go up in the party hierarchy.
12. How to make a new party.
13. What minimum knowledge of the constitution is required
14. What minimum different legislative and parliament processes are required?
15. How to contest elections- methodology.
16. How to contest an economical election- election related financial management.
17. What minimum ethics to be followed by the Indian leaders/politicians?
18. How to make the required balance among government officials, voters, oppositions, media, party officials, ethics etc.
19. How to get work done of voters with government officials.
20. How to develop and prioritize the developmental activities in the constituency: schools, roads, hospitals, shelters, agriculture facilities etc.
21. How to raise funds for party and election.
22. How to use different types of funds to maximize the political benefit such as MP let and MLA let or any other grant.
23. How to manage complex and international media and media people.
24. What are the best current practices in politics within and outside the country?
25. Who are doing the best, their case study to learn and adopt good practices?
26. What characters should be developed as an ideal politician in Indian context?
27. How to manage the re-election in order to get reelected.

These are the few points. We can make this list more exhaustive by adding all other required issues related to Indian politics. There is a big question? Why we are not having management institutes/ schools awarding MBA for those who are aspiring the politics as career.
We have IIMs which develops world class managers for different types of materialistic managements. I think it is highly unfortunate for all of us that we are not developing or producing managers who are providing directions to our beloved country. A political leader (MP or MLA) with such MBA degree in politics and political affairs will possess required theoretical knowledge which will assist in practicing and in making him a productive and successful politician. As a result, politics quality of India will improve and dirt in politics would be cleaned gradually. I think all IIMs should take the lead and start such MBA course for those who want to pursue politics as career. It would be better, if the government of India and states government take lead and start a management institute/school on such lines to develop future leaders of required qualification. It is an innovative and new idea, but it is the demand and need of the hour because we dream to be developed very soon. To realize our dream to be a developed country, our country directors’ (MPs and MLAs) quality and qualification must improve. This is the easiest and simplest way of improvement. I think no political party and politicians will oppose this. And if it will be done, in future at a point of time, our all politicians will be learned and qualified and one the biggest and grave black spot on Indian polity would be erased. In this regard HRD ministry, Speaker of parliament of India and Election commission of India together can make a joint effort to make this new idea a ground reality. In my opinion, if it will happen it will change the face the Indian politics and Indian politicians and who will take this lead will be Mahatma Gandhi of modern Indian politics because Indian voters are strongly expecting that their representatives should not be thumb impression. In our constitution, there is no minimum qualification to be a candidate for a MP or a MLA. If we try to amend this by inserting some minimum educational level, it may lead to opposition. But through MBA (Politics and Political affairs) we can change and build such atmosphere gradually without any resistance. Politicians can make his qualification as point that he is having edge over other candidates during elections. It will be a boon for the dynasty/family/ clan politicians. They would be solid both ways theoretically and practically. Those who are earning money through institutions enterprises; it is a very new field without any competition. This is highly potent area from business point of view. Finally, this will lead to good governance which in turn will make our country more strong as it will get right and accurate required directions.

They would be solid both ways theoretically and practically. Those who are earning money through institutions enterprises; it is a very new field without any competition. This is highly potent area from business point of view. Finally, this will lead to good governance which in turn will make our country more strong as it will get right and accurate required directions.

An open letter to U N Resident Co-coordinator for India

I had written it On the occasion of 60th anniversary……

Hon’ble Respected Sir,
On the occasion of 60th anniversary I congratulate to all highly esteemed UN people. U N is having so many successful stories, because its people work honestly to meet out the aim of the UN. The 60th UN anniversary is being celebrated as the YEAR of “CHILD HEALTH AND SURVIVAL”. In respect of my country India, I am of the opinion that until and unless the population explosion problem is not checked. The celebrity will not meet its aim. Under the leadership of UN so many National & International agencies are engaged in making my country India healthy and wealthy (developed one). What I see, the main obstacle in way is population of India. Most of the Indian family doesn’t know what the fruits of small family are and what are the negative/ill effect/harms of big family in our country’s situation, rules and regulations. Because of that unwanted population growth is in India. In my opinion we have yet not given due heed to sort out this glaring problem, which is the centre of all the problems and main obstacles in making my country India healthy &wealthy. All programs which were being launched in past or going on in the present for population control, are not able to give desired impact due to various reasons. In past(in emergency) there were some examples , because of that rule makers are not able to muster courage to start this national importance issue in a big way, because of this, the first & foremost issue(problem) of the country is last man of the row.

In prevailing situation we will have to see what are means available to get AIM, without annoying anybody.

All sorts of developmental activities have given the fruitful results, but unwanted growing population has cover-up it. That’s why we are not able to enjoy it, realize it and see it.
Like wise to make my Indian people healthy and without disease, different programmers are going on, like Polio Eradication, RCH, HIV/AIDS, and Leprosy etc. When Polio Project was launched, different types of problems came before us and we shorted it out, as different religious people opposes it by saying that it is against their religion. It is because they were misdirected, misconceived and lacking in knowledge. To short out these problem religious peoples were taken into confidence and they were being associated with the programme to convince their people and remove their misconception. Result was there and programme is success.

Similarly if we list the obstacles of problems/issue which will be faced in launching a programme /project to check population explosion. Generation of awareness campaign about the ills of large family size and fruits of the small family size –Those who opposes they should be given responsibility with strong monitoring system. In this religious heads, leaders, democratic set –up position holders, elected people of all position from top to bottom of the area, Govt. machinery from top to bottom of local can be associated to have desired results.

Transparency –Each & everyone associated with the programme should know all INS &outs of the programme /project. So that there should not be any confusion to avoid intra-politics and in-fighting. All associated should be given due respect and honor in-order to utilize full energy &capacity of associated people.
In this programme we will have to convince the people with love & affection, as we treat/ tackles nursery students (that approach), in their language, in their prevailing methods, & by their people. If project/ programme is properly drafted ,conceived and implemented with strong monitoring system, Though it looks a Herculean task, but it is not so. As per my field experience.
Our Hon’ble President of India in his newly published book “MAHASHAKTI BHARAT” he has raised his concern, very beautifully over the issue of unwanted population growth. The advice of our Hon’ble First man of India to our country men against the ills of population explosion is an eye opener to all of us. This shows that population explosion issue should be given due priority without any delay in national interest. By this book the Hon’ble first man of India has given the top/ due priority to unchecked unwanted population growth.
As by esteemed UN 60th anniversary is being celebrated as the “YEAR OF CHILD HEALTH AND SURVIVAL”. This motto in respect of my country can be met out only by launching the campaign against population explosion and Generation of awareness campaign through projects/ programme. The moment people starts having small family size i.e. the lesser the no. of kids in family, the richer the kids of the family every wise. I have a very detailed and overall picture, idea of the project, which I am not able to put here. I am just giving brief outline/sketch of the programme/project in order to meet the motto of 60th UN anniversary “YEAR OF CHILD HEALTH AND SURVIVAL”. In respect of my country. All thoughts are my personal in favour of national goodwill/benefit/welfare.
Now keeping above facts in view, Esteemed U N should make this issue as center of all its activities going on in India through its all associates &UN systems.
