I was reading UN e-Government Survey-2014. In the acknowledgement pages, i found only one name from India- Mr Rajkumar Prasad. I connected him and called for his CV. Delhi Election 2015- Who: BJP or AAP

              
          The capital of our country is in full swing to elect its Chief Minister(CM). Election process is on. Analysts and media persons are trying to predict who will be the next CM.  A logical and fare analysis predicds BJP's CM.
          BJP is the ruling party at centre with Narendra Modi as the Prime Minister (PM). In the last election, Aam Admi Party(AAP) formed the government with the help of Congress. AAP did not get clear mandate, albeit its image of a party with a difference.
          For the first time in the history, a CM sat on protest against the ruling party at Centre- the Congress. Clashes betweenthe Government of India(GoI) and the Delhi Government hampered the progress. Ironically, the Congress- supported government of AAP was at fight with it on different issues. And ultimately, AAP opted for election after 49 days in power and passed a resolution to this effect in the assembly.
          Awakened Delhi voters need progress, prosperity and good governance (GG). In this 2015 election, contest is between BJP and AAP. BJP replaced Congress at Centre in 2014.  If AAP wins, again same situation of friction will come in picture. Two Governments of different parties will clash as in the past. Therefore, the progress will hamper. To avoid this, Voters have been left with only one option to vote for BJP to meet their interest.
          AAP came in life about two years ago as a platform to fight against corruption. General perception was in its favor that it would fight against corruption. Other parties were not having credit as compared to AAP. On this count, it was a party with a difference. Hence, it had a significant lead over others.
          But gradually, AAP became a party alike others. Now, it doesn't has the tag of party with a difference. Therefore, glamour of the party and attraction towards it faded rapidly.
          GG is an issue in Indian elections. The public like and love it. It is a political product in high demand. Corruption and GG are inversely proportional to each other. If one increases the other will automatically decrease.
          On GG front, PM Modi is making an all out effort to fulfil his promises which he made in election of 2014. He is trying to contain corruption, by taking different measures. He is following policy of Zero Tolerance on corruption.  As result, Modi has acquired the tag of  fighting against corruption. Now, AAP and BJP are on an equal footing on this issue. Now, AAP is not unique on this ground like past.
          Voters evaluate options and compare possibilities for their interests before making-up mood for whom to vote. Delhi-2015 election is witnessing two main issues.  The first is Development and the second is GG. The party which is able to fulfil these two together, would get the seat of CM.
          Under present circumstances, it is the BJP which is able to meet the expectations of voters on both fronts. On  the issue of GG both parties are equally good. But on the issue of Development, the BJP in centre has a lead over AAP. Voting AAP would again create frictional situation like past. Hence, development would hamper.
          GG and Development are key deciding factors of voting pattern. These two issues have the heaviest impact. Development is compelling the voters under present circumstances to vote for BJP to avoid frequent friction and clashes. Therefore, on above logical reasoning, this time Delhi will opt BJP.

Concept Note for Good Governance By HRM


           Good governance (GG) is the outcome of a government.  Government gets GG by marketing Social Products (SP) to the public. Different schemes/programs/projects etc. are SP.  These SP are manufactured in different departments of government.  Government servants (GS) are marketing their departmental SP. GS are key persons who market to achieve GG.
                 To keep GS motivated, HRM policies are in force.  GS are given promotion, benefits time to time.  These are the motivating elements which keep GS on track to keep their record outstanding by discharging their duty as per desire.
                 GS get carrier benefits based on eligibility.  Eligibility is decided by Annual Confidential Report (ACR).  ACR is maintained financial-year wise (1 April to 31 March of next year).  Current system of ACR recording is quite old, cumbersome, and based on British model of ICS.  This needs a change and to be replaced by an Indian Version.
What is ACR: GS give self appraisal as per rules in prescribed format. Then following stages will write their comments.
(A) (i) Reporting Officer (ii) Reviewing officer (iii) Accepting authority
                Each stage has to grade officer in one category-
(1) Bad (ii) Satisfactory (iii) Good (iv) Very Good (v) Outstanding
 (B) Each stage also required approving integrity. 
            These steps complete an ACR of each employee financial year wise.  Every year it repeats.  If employee is not satisfied with the entry of any stage, he has remedy to get satisfied by following procedures/steps laid down.
           Simplified proposal for adoption:
(i)           There is no need to write self appraisal.
(ii)          If none writes anything, entry is Outstanding.
(iii)        It must be time bound. If written beyond time limit, report is null & void.
   Ex: Reporting by May end, Reviewing by June end and accepting by July end.
             Why this simplified version is required.  Many cadres of different services are not managed well.  As a result PS are not getting their dues in time.  Hence, motivation is killed.   They work passively. Therefore, Governments are not able to give good governance to public.
               There are many reasons of cadre mismanagement. Non completion of ACR is one prominent among them.
Benefits of the proposal:
(i)           This is a Win-Win situation for all stakeholders.
(ii)           No financial & legal implications.
(iii)        Paper work and recording keeping will reduce considerably at all stages.
(iv)        Time and energy will be saved at all stages.
(v)         For getting completed the entry from all stages, an employee (practically) has to follow and pursue all stages.  Hence, time, energy and money are wasted.  This will be saved.
(vi)        For corrupt officials, it is as tool in their hand.  Some demand bribe for upgrading the officer or not to write bad.
If an officer is not satisfied with the report of any stage, he will follow the same procedures as it is currently in practice.

      Political Economy: It will benefit GS. It will generate a strong good-will about government among GS. It is a new innovative step so spillover effect will be nationwide.

(vi)        For corrupt officials, it is as tool in their hand.  Some demand bribe for upgrading the officer or not to write bad.
If an officer is not satisfied with the report of any stage, he will follow the same procedures as it is currently in practice.

      Political Economy: It will benefit GS. It will generate a strong good-will about government among GS. It is a new innovative step so spillover effect will be nationwide.

What Is Good Governance? What It Exactly Mean?

                                
                                             
                The Government of India has declared the 25th December as the Good Governance (GG) day. It is an initiative to awaken, educate, sensitize the stakeholders and citizens about GG and orient them towards it. Most of us have heard and are familiar with GG. But, what GG exactly means is not known to many of us.
                To understand GG, we require to know the bad effects of bad governance which is opposite of GG. We desire GG to be happy and prosperous. GG will convert India into a developed country from a developing one. Currently, India is in limelight worldwide. India has to meet international expectations along with national. This poses a big challenge on our public actors. Nation is above all. Hence, our public players need to put their efforts to achieve GG to fulfill worldwide expectations.  
                GG is a term that has become a part of the vernacular of a large range of development institutions and other actors within the international arena. What it means exactly, however, has not been so well established.
                Almost all major development institutions today say that promoting good governance is an important part of their agendas. In a well-cited quote, former UN Secretary-General Kofi Annan noted that “good governance is perhaps the single most important factor in eradicating poverty and promoting development”.
                GG is an extremely elusive objective. It means different things to different organizations, not to mention to different actors within these organizations (to make matters even more confusing). Governance experts also routinely focus on other types of governance —global governance, corporate governance, IT governance, participatory governance and so on.
               "Governance" and "good governance" are being increasingly used in development literature. Bad governance is being increasingly regarded as one of the root causes of all evils within our societies. Major donors and international financial institutions are increasingly basing their aid and loans on the condition that reforms that ensure "good governance" are undertaken. 
              The concept of "governance" is not new. It is as old as human civilization. Simply put "governance" means: the process of decision-making and the process by which decisions are implemented (or not implemented). Governance can be used in several contexts such as corporate governance, international governance, national governance and local governance. 
              Since governance is the process of decision-making and the process by which decisions are implemented, an analysis of governance focuses on the formal and informal actors involved in decision-making and implementing the decisions made and the formal and informal structures that have been set in place to arrive at and implement the decision. 
               Government is one of the actors in governance. Other actors involved in governance vary depending on the level of government that is under discussion. In rural areas, for example, other actors may include influential land lords, associations of peasant farmers, cooperatives, NGOs, research institutes, religious leaders, finance institutions, political parties, the military etc. The situation in urban areas is much more complex.
                At the national level, in addition to the above actors, media, lobbyists, international donors, multi-national corporations, etc. may play a role in decision making or in influencing the decision-making process.
                All actors other than government and the military are grouped together as part of the "civil society." In some countries, in addition to the civil society, organized crime syndicates also influence decision-making, particularly in urban areas and at the national level.
                Good Governance has EIGHT major characteristics. It is participatory, consensus oriented, accountable, transparent, responsive, effective and efficient, equitable and inclusive and follows the rule of law. It assures that corruption is minimized, the views of minorities are taken into account and that the voices of the most vulnerable in society are heard in decision-making. It is also responsive to the present and future needs of society. 
                 From the above, it is clear that good governance is an ideal which is difficult to achieve in its totality. Very few countries and societies have come close to achieving good governance in its totality. However, to ensure sustainable human development, actions must be taken to work towards this ideal with the aim of making it a reality.
