My Experiment For Good Governance: Knowledge Is Power

   Application Of “Knowledge Is Power” On Farmers
India is an agricultural country. Almost seventy percent population is engaged in this sector directly or indirectly. Government of India (GoI) and Government of Uttar Pradesh (GoUP) are running many projects and program to promote farmers. Agriculture and associated departments are trying to provide all helps to enrich knowledge of our peasants. Fast changing farms’ tools, technology and methodology are affecting our farmers continuously. New research and development in agro inputs has revolutionized this sector. Green revolution and White revolution are enough to prove the point.
Our farmers are gentlemen in general. Most of them are not quickly adopting the fast new development. It is due to lack of awareness, knowledge and connects of the programs and projects. This situation acts as brakes in their progress. Although different departments are engaged in transmitting knowledge to our farmers, but it is not working as expected. To supplement this shortcoming, I took an initiative. This new initiative was started from January 1, 2014.
In district, Vikas Bhawan housed all departments related to rural development. The Chief Development Officer (CDO) is a link among them to facilitate, coordinate and promote all projects and programs for implementing them as designed. CDO is treated as head and supervises all developmental departments. He is held responsible for the progress. He is accountable for all developmental activities.
Ideally, it is expected that farmers would visit Vikas bhawan to update their knowledge. But it is not found in practice. To supplement it and to apprise about the ongoing activities of all departments to our farmers, special farmers’ fairs are organized. In 2013 one day farmers fair was organized in each Block with a financial assistance of one lakh for each Block.


A three day farmer’s fair was organized at district level without any funding with the cooperation and coordination of departments.

Experiencing the bottleneck of knowledge, farmers training program is initiated. This idea is conceived and drafted by me. Under this, the field worker of agriculture department, popularly known as Kisan Sahayak ( KS), has to bring minimum five farmers from one village every day. In choosing farmers KS will have to follow some minimum criteria. One, he should be literate; Two, good communication skill; Three, keen to learn; four, have desire to serve the society. 

 We announced this program on December 23, 2013 while speaking at three day farmer’s fair at Firozabad. One week time was given for preparation. First of all KS brings farmers to CDO office. CDO motivates them by telling the theme of the program. He explains how this will enrich them by enhancing their knowledge related to their agriculture practices. In absence of CDO, Deputy Director Agriculture does this job. This very outset intro with CDO motivates and inspires the farmers and converts them into a serious learner. They feel elated meeting with CDO. This psychological therapy works a lot in tuning the farmers into the learning mode.

There after KS takes them to different departments. Each department teaches the farmers group about their programs and projects in detail. They handover them reading items like hand bills, pamphlets and other writing materials available. KS takes them to following departments:
1.    District Panchyatat Raj Office- DPRO.
2.     DRDA-PD.
3.    Animal husbandry office - CVO.
4.    District Agriculture office-DAO.
5.    District Plant Protection office-PPO.
6.    NEDA office -PO’
7.    Deputy Director Agriculture office-DD Ag.
8.    District Social Welfare office -DSWO.
9.    District Agriculture Diversify Project office- PM.
10.                       District Horticulture office- DHO.
11.                       Fishery office- AD Fisheries
12.                       Co operative office - AR Cooperative.
13.                       District Progam office, ICDS- DPO.

DAO is nominated nodal for managing this program. Dr Subhanjna Pandey, DAO, is coordinating well. She is converting this idea into a ground reality under the direction of CDO. We have observed that farmers feel happy visiting different offices. They are getting knowledge, respect along with welcome by office head and employees. This enhances the learning capacity of the group.
This program brings many benefits to farmers. One, It updates them; Two, helps in removing their hesitation; three, establishes a link between farmers and different offices; four, reduces gap and remove barriers between officials and farmers; five, it enriches and emboldens them; six, by receiving knowhow they are empowered as knowledge is power; seven, they will act as agent between government and villagers by transmitting their acquired knowhow to rest of the villagers; eight, a connect is establishing between remote villages with different offices; nine; all office are getting a data base as they are maintaining a register to take their details including cell number; ten, lack of beneficiaries problem will not be in future for the departments.
Farmers are happy with this initiative. Discussion with farmers reveals this. Feel good emotions have been observed among visiting farmers. Peasants assure that they would practice the acquired knowledge to enhance their income. Farmers promise to extend and share to other villagers who don’t visit. Hence, they are ready to play the role of an agent or connect between Vikas Bhawan and Villagers. They also say they will keep in touch with Vikas Bhawan as they have seen the doors and their hesitation evaporate. Experience depicts that it is a step of win-win situation for all stakeholders.

GDP to HDI to SPI Now : Better Measuring A Country

EIGHTY YEARS ago, the first holistic measure of a country’s national income – what would later become Gross Domestic Product – was introduced. Developed by economist Simon Kuznets in a report commissioned by Congress to measure economic activity during the Great Depression, GDP quickly became the defining measure of national progress. GDP growth is how we tell whether a country is improving, and GDP per capita has become the definitive measure of the standard of living.
For several decades, however, a growing number of economists have begun to question whether GDP is sufficient to measure national success. Notably, in the aftermath of the financial crisis of 2008, economists Joseph Stiglitz, Amartya Sen, and Jean-Paul Fitoussi released their report “Mismeasuring our Lives,’’ which argued: “If we have the wrong metrics, we will strive for the wrong things.”
Kuznets himself made clear that GDP was only a limited economic lens through which to assess progress. “The welfare of a nation,” he wrote in 1934, “can scarcely be inferred from a measurement of national income.” Our standard of living reflects social, environmental and community assets, not just economic assets. Happiness and fulfilment rest on factors, such as health, access to knowledge, tolerant communities, and opportunities for personal achievement.
GDP is not bad — it just measures what it measures, and what it measures is limited. The social malaise that resulted in the Arab Spring in many “prosperous” Arab countries is a sign that economic measures alone are inadequate measures of society’s success. The unrest and protests in Brazil, a country that has registered strong economic growth in recent years, tells us the same thing.
The shortcomings of GDP and the need to provide a better measurement have been widely recognized. The United Nations Human Development Index was an important step forward nearly 25 years ago, but it relies on a limited number of indicators, one of which is GDP, and is silent on environmental sustainability. HDI is an incomplete guide to the societal challenges and opportunities that countries — rich, poor, and emerging — face in the 21st century.
This critical need has led to the development of the Social Progress Index, the most inclusive and ambitious effort ever attempted to measure social progress comprehensively. The Social Progress Index defines social progress according to three broad dimensions: Does a country have the capacity to satisfy the basic human needs of its people? Does a country have the institutions and conditions in place to allow its citizens and communities to improve their quality of life? And does a country offer an environment in which each citizen has the opportunity to reach his or her full potential?
Drawing on scholarly research, the Social Progress Index uses the best available data to measure nations’ performances in these three broad areas, using indicators that measure outcomes — such as life expectancy, literacy, and freedom of choice — rather than inputs such as size of government spending or laws passed. This year, the Index will measure social progress across 129 countries representing more than 90 percent of the world’s population.
The Social Progress Index aims to capture the breadth of issues that constitute well-being and identify priority areas for improvement. For the United States, it shows the failings of our health care system, our lagging environmental performance, the lack of personal safety, and our lackluster performance in bringing every citizen into the digital age.
Because the Social Progress Index measures comprehensive social outcomes directly, separately from economic indicators, we are able for the first time to examine the relationship between GDP per capita and social progress. Previously, the assumption has been that economic growth improves well-being. We find that rising GDP per capita, indeed, is correlated with improving social progress, but the connection is far from automatic. For a similar level of GDP, we find that some countries achieve a much higher level of social progress than others. For example, Costa Rica achieves much greater success than South Africa in terms of social progress.
GDP will continue to be a crucial measure of economic progress, but we can now measure social progress in ways that Kuznets and his contemporaries could have barely imagined. As we celebrate today a milestone in national measurement from so many years ago, we can aspire to much more. The ability to measure national well-being will improve dramatically over the coming years, and with it will come accelerated progress.

Now again, Aam Admi Party (AAP) is in focus. Recent Protest by Arvind Keriwal(AK) chief minister (CM) and his cabinet forced public to think about its profits and losses for the health of  AAP. In general, public opinion is not favorable to it. General views are more on harm side than good. But, protest was must from political marketing angle.
This is an open secret that AK did not favor to form government at personal level as he confessed publically. But some in party and outside situation forced him to do so. Delhi is not having full statehood. Law and order, safety and governance are first and foremost issues. Ironically, Government of India (GoI) by home ministry controls Delhi police. How CM Delhi can give desired result in such circumstances when both governments are at loggerheads.
AAP assessed the prevailing conditions. To bring Delhi officials into control, they seized this opportunity. Focusing on police, this protest was organized to give many messages. One, officials must learn not to ignore AAP. Two, officials mend themselves into new cult of working culture. Three, they can do anything, not in past, to reduce the attack sharpness of opposition and political adversaries. Four, it is a path breaking step to take its new cult of politics further. Five, BJP, Congress, and others learn what this new initiative meant for them. Six, a new political modern tool is evolved “CM On DHARNA”.
AAP is successful in its efforts. After Delhi result, AAPians are over charged. This Charge position is not good. Normalcy is always good. This protest discharged them to a greater extent to think and plan coolly. And not be in air. It also helped in disciplining the party and government office bearers. Short sit-on-dharna brought party into discussion on its fate and future. This way party got many valuable suggestions which are good for party health.  A CM can sit on protest with his colleagues is path breaking approach. Hence, masses saw it as new initiative and innovative in new cult of politics pursued by AAPs.
The protest is depicted and perceived more negative than positive. Many disappointed who saw some ray of hope for governance by AAP. Over actions, acting, and speeches have brought more harm than good. As a result, now AAP’s position lowered as compared to its position before protest. Public confidence evaporated slightly. Therefore, sag has cropped in AAP’s life.
Evaluation of profits and losses from political angel is positive. Over all aim of all adversaries is to fail AK and kill AAP at any cost. AAP has no friend in open to name except public. New cult of politics of AAP made this new political party enemy of all political outfits.
          Before election AK was in single role of politics. He is continuing his convener post of the party. The party projects and pose that it is following flat organization concept unlike others which are hierarchical. This is in tune with party motto that all are Amm and none is Khas in party. This is possible only in flat party organization. After election, he got an additional role of CM to play. Now, he is in double role of Indian political theater.
          While he was on protest, what role he was playing. If he protested in party convener capacity, absolutely nothing is wrong. But if he protested as CM then question raised has some ground. Social activist Aruna Roy who said an elected government should not resort to street protests. She said demand of AK for control over Delhi police is genuine. But she disagrees with means.
AK has to prove as CM to meet public expectations. This is not possible without the support of Delhi officials. He achieved this to some extent by this protest. He added a new chapter in new cult politics book that a CM can sit on protest. Some see it as new style for a CM. Protest was against GoI police by Delhi CM as usual. On the occasion of republic day AK stated “I re-read the constitution- couldn’t find where was it written that a CM can’t hold a dharna.”
This protest appeared more political. But in fact reading between the lines, it was more administrative than political in disguise. Governance novice AK could not give it true colors.
The whole exercise of protest moved around gaining control of officials and tuned them to newly desired corruption free functioning. This was utmost needed to meet promises made during elections. Pressure is there to fulfill the promises. AK handled this administrative issue with a political tool. Hence, he provided very soft and easy platform to adversaries to oppose him.
Politically two governments of different parties’ clashes often in Gandhian style. This protest is very much same and one of them. Hence, it is not as different as being projected and cried. Overall balance sheet of this protest has profit making booking in light of current situations for AK and AAP in light of new style of politics pursued by it.

AAP’s Future

                               AAP’s Future
There is huge discussion on the fate of AAP. Citizens want to see its bright future and there is good reason for it. AAP has come up on an issue which helps everybody daily-relief form corruption hits. Corruption hits public in different ways daily. Hence, masses apolitically and rationally wish to ensure AAP’s long life.
AAP is a new born in Indian politics. Its sharp rise has every chance of steep fall. Hence, public is very much apprehensive about its life and these apprehensions have many valid reasons. First, difficult election promises it made; Second, No governance experience; Third, national and regional parties separately or in association are trying to nip in the bud; Fourth, Fractured mandate; Five, paucity of time and team of matured and experienced leaders.
Irony is that AAP is one year goose. Wise and reasonable public don’t want to kill this kid goose expected to lay the golden eggs. But its rivals wish to take part in its last right sooner than later. Its survival itself has many complex and complicated aspects associated with- in the light of Indian political scenario. 
AAP has a very brief history. It started almost two years back under the banner of “India Against Corruption”. Anna face led the movement and managed by Arvind’s team. This association was fallen apart after a very short marriage. This was a setback rather a shock to public. Separation was seen as evaporation of hopes of masses.
India political history has no AAP’s like exceptional progress except one.  Nandamuri Tarka Rama Rao (NTR) founded Telugu Desam Party on 29 March1982. It stormed to power in 1983 elections within nine months. But AAP is bigger than TDP if it is compared on its catchment area, birth place and issue. TDP is a state party with regional issues. Its following is confined to Andhara Pradesh. AAP was born in India’s capital. Its catchment area is whole country. Its foundation is based on national issue of corruption which affects masses
Apparently AAP has paucity of experienced leaders. But now people know that mere experience doesn’t serve the purpose. One has to be honest, commanding and decision making. Public found this combination in AAP’s leaders. And they start believing in party’s dream that honest and corruption free administration will definitely change their lives.
          Arvind, the poster face and captain of the team is a remarkable administrator, social and political manager with an entrepreneur mind set. He is a decision maker albeit sometimes he is misjudged as dictator. But all his decisions came from his team core committee which comprises Yogendra Yadav, Manish Sisaudiya, Kumar Vishwas and some less known faces who are from the different sections of society. Arvind’s team deals issues with analytical approach and proper road map. Probably this was the reason of their success in Delhi’s battle.
 Issues are just like binding glue to associate public and keep them intact. Issue wise AAP party is above the board. The issues they address affects whole nation. Foundation of AAP is based on fundamentals of eradicating corruption, which severely affects Indian political and social system.
Ironically none of the major political parties address this issue during their governance tenure. As a result people became hopeless with the entire political system. Therefore, they started thinking that corruption is the part of their lives.
In present darken scenario AAP’s approach towards corruption free government raise hope in their mindsets that at least someone is there to address this core issue .The one thing which strikingly moves in AAP’s favor is that in this current Indian political market scenario the political product “Fight against corruption” is in high demand. And only AAP is supplying it. Therefore, it appears AAP has monopoly in the market for this political item. On this front this new party is ahead of all. Other parties can’t defeat AAP’s supremacy over this issue.
AAP knows it is surrounded by all political parties. This acts as alert round the clock to guide them to move them in right direction. AAP can’t go back on this issue as it is its whole strength. Party will not like to lose its energy. AAP needs to move every inch very cautiously in order to avid traps
Although corruption was the major issue, AAP raises local issues along with it like water, electricity, women security etc. This suggests the foresighted thinking of Arvind’s team as in local politics local issues are more important. This politically mature approach of the party will definitely help in achieving their goals in other elections.
AAP is using modern tools and techniques of marketing and ICT. Social media use is a good example. They are doing all steps of political marketing is a scientific way. Market research, pure information collection by street meetings are new approaches to avoid adulterated indicators and data for decision making.
One special feature is seen. AAP is getting suomotto NRIs support in different ways. NRIs need and wish to see native country strong. To achieve this, they have found a route in the form of AAP. In the age of net, they are providing all support to AAP from their places. This is a big advantage over others for a kid party to grow.
Now , the most formidable challenge is to keep the energetic and intelligent public associated. It is seen that such public don’t keep together for long as their ideas and egos clash frequently. It is rather more difficult to keep such lot in a political party discipline. Breaking Anna and Arvind is a good example to prove this point.
All political fundaments are supportive with AAP. The party need to manage the young, intelligent crowd tactfully and intelligently, which they are doing. Team has proved their capacity to channelize the youth energy in right direction to achieve their political and social mission.
Every crisis is an opportunity. AAP absorbed shock of separation. It treated that situation as an opportunity. And within year converted the negative energy generated by break into positive political outcomes. All these achievements indicate a bright future.
